KBShimmer: Ice and Easy over Hearts & Promises Purple Velvet

You may recall this topper from my review of the Best In Snow collection. I decided to see how it looks over Hearts & Promises Purple Velvet and with KBShimmer's Oh Matte! topcoat, and I'm glad I tried that out. Take a look at the results!
